Thanks for the great article.
One thing that is still lost on me it how this pollution will be measured. I hear talking heads refer to units of carbon dioxide emission in terms of "tons." I do not understand what a ton of carbon dioxide looks like, and I don't think I am alone. Also, I perceive that this gas is the byproduct of an industrial process--how will it be weighed and how can we ensure the regulators have accurate system of measuring this stuff? I have not heard this important issue addressed either.
Please excuse my ignorance, as I am not a scientist. I just think a layman's definition from the people trying to enact this economic shockwave is appropriate since we're expected to pay the bill. I have not seen one yet.
